The mission of the Public Health Service is to promote the protection
and advancement of the Nation's physical and mental health by:
Conducting medical and biomedical research; sponsoring and
administering comprehensive programs for the development of health
resources; preventing and controlling disease and alcohol and drug
abuse; providing resources and expertise to the States and other public
and private institutions, and to Tribes, Councils and organizations
concerned with the health of American Indians and Alaska Natives, in the
planning, direction and delivery of physical and mental health care

Public Health Service -- Order of Succession.
During the absence or disability of the Assistant Secretary for
Health, or if that position becomes vacant, the Deputy Assistant
Secretary for Health shall act as Assistant Secretary for Health. In
the event of the absence or disability of both the Assistant Secretary
for Health and the Deputy Assistant Secretary for Health, the Deputy
Assistant Secretary for Health Planning and Evaluation shall act as
Assistant Secretary for Health. In the event of the absence or
disability of the Assistant Secretary for Health, the Deputy Assistant
Secretary for Health, and the Deputy Assistant Secretary for Health
Planning and Evaluation, the Senior Advisor for Environmental Affairs
shall act as Assistant Secretary for Health. However, during a planned

The Office of International Health (OIH), within the overall policy
guidance of the DHHS Office of International Affairs (OIA), Office of

The Office of Refugee Health (ORH) in the Office of the Assistant

Office of Equal Employment Opportunity.
The Office of Equal Employment Opportunity (OEEO) is located in the
Office of the Assistant Secretary for Health (OASH). The Deputy
Assistant Secretary for Health Operations (DASHO) serves as Director for
the PHS Equal Employment Opportunity (EEO) Program, and is the principal
advisor to ASH/SG on all equal employment opportunity matters. He is
assisted by the Deputy Director for EEO who provides functional

Affirmative Action Staff
is responsible for the overall management of the PHS affirmative
action planning and monitoring process for equal employment opportunity,
and performs the following functions: (1) Develops and recommends PHS
policies regarding affirmative action planning and monitoring; (2)

(AAP) process and coverage, sets goals and timetables, develops planning

Complaints Management and Adjudication Staff
is responsible for all matters pertaining to the discrimination
complaints processing system for all PHS personnel, commissioned and
civilian, and performs the following functions: (1) Issues operating
policies and guidelines; (2) monitors complaints of discrimination to
detect indications of discriminatory patterns and practices; (3)
prepares final decisions on all complaints when PHS agency heads or PHS,
including Commissioned Corps, processes complaints arising within PHS
agency EEO managers are named as alleged discriminating officials, and
monitors the Commissioned Corps complaints system in order to recommend
appropriate changes in regulations and procedures; (4) serves as the
focal point for coordinating PHS administrative matters relating to the

of General Counsel participation in PHS complaints; (5) collects,
controls, and analyzes all data pertaining to the processing of

reports, and serves as the official source of information concerning the
status of all complaints in PHS; and (6) coordinates the organization
and provision of training in EEO counseling, investigation, and
complaints management.

is responsible for developing special programs to meet the needs of
women and minorities in PHS, and performs the following functions: (1)

OASH/EEO Operations Staff
provides EEO services to the PHS regional offices and the staff

Office of Minority Health
The Director serves as the principal advisor to ASH for health
program activities that address black and minority populations and as
chairman of the Minority Health Coordinating Committee composed of
relevant staff of PHS and HHS. The Office, working closely with PHS
agencies and other HHS OPDDIVs and STAFF DIVs in a coordinative and
advocacy role: (1) Establishes near-term and long-range objectives for
HHS health activities addressing minority populations; (2) develops
reporting and monitoring requirements for those objectives; (3)
organizes and plans specific activities to meet minority health needs
and monitors the DHHS budget to assure an appropriate share of funds is

safety binding on the Secretary, DoD, which can only be overridden by
