                                 A BILL


 
To amend the Child Nutrition Act of 1966 and the National School Lunch 
 Act to extend certain authorities contained in such Acts through the 
                           fiscal year 1998.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. EXTENSION OF CHILD NUTRITION ACT OF 1966.

    (a) Startup Costs for School Breakfast Programs.--The first 
sentence of section 4(g)(1) of the Child Nutrition Act of 1966 (42 
U.S.C. 1773(g)(1)) is amended by striking ``$3,000,000'' and all that 
follows through ``1994'' and inserting ``$5,000,000 for each of the 
fiscal years 1991 through 1995 and such sums as may be necessary for 
each of the fiscal years 1996 through 1998''.
    (b) State Administrative Expenses.--Section 7(h) of the Child 
Nutrition Act of 1966 (42 U.S.C. 1776(h)) is amended by striking 
``1994'' and inserting ``1998''.
    (c) Special Supplemental Food Program (WIC).--Section 17 of the 
Child Nutrition Act of 1966 (42 U.S.C. 1786) is amended--
            (1) in subsection (g)(1), by striking ``each of'' and all 
        that follows through ``1994'' and inserting ``each succeeding 
        fiscal year ending before October 1, 1998'';
            (2) in subsection (h)(2)(A), by striking ``each of'' and 
        all that follows through ``1994'' and inserting ``the fiscal 
        year 1990 and each succeeding fiscal year ending before October 
        1, 1998''; and
            (3) in subsection (m)(10)(A) by striking ``$3,000,000'' and 
        all that follows through the period and inserting ``$6,500,000 
        for the fiscal year 1993, $8,000,000 for each of the fiscal 
        years 1994 and 1995, and such sums as may be necessary for each 
        of the fiscal years 1996, 1997, and 1998.''.
    (d) Nutrition Education and Training.--The first sentence of 
section 19(i)(2)(A) is amended--
            (1) in clause (iii), by striking ``and'';
            (2) in clause (iv), by striking ``1993 and 1994.'' and 
        inserting ``1993, 1994, and 1995; and''; and
            (3) by adding at the end the following new clause:
                    ``(v) such sums as may be necessary for each 
                succeeding fiscal year ending before October 1, 1998''.

SEC. 2. EXTENSION OF NATIONAL SCHOOL LUNCH ACT.

    (a) Summer Food Service Program for Children.--Section 13(r) of the 
National School Lunch Act (42 U.S.C. 1761(r)) is amended by striking 
``1994'' and inserting ``1998''.
    (b) Distribution Program.--Section 14(a) of the National School 
Lunch Act (42 U.S.C. 1762a(a)) is amended by striking ``1994'' and 
inserting ``1998''.
    (c) Statewide Demonstration Projects Under Child and Adult Care 
Food Program.--Section 17(p)(5) of the National School Lunch Act (42 
U.S.C. 1766(p)(5)) is amended by striking ``1994'' and inserting 
``1998''.
    (d) Pilot Projects.--Section 18 of the National School Lunch Act 
(42 U.S.C. 1769) is amended--
            (1) in the first sentence of subsection (b)(1), by striking 
        ``1994'' and inserting ``1998''; and
            (2) in subsection (c)--
                    (A) in paragraph (5)(A), by striking ``and not less 
                than $800,000 in fiscal year 1994'' and inserting ``not 
                less than $800,000 in each of the fiscal years 1994 and 
                1995, and such sums as may be necessary in each of the 
                fiscal years 1996 through 1998''; and
                    (B) in paragraph (6), by striking ``1994'' and 
                inserting ``1998''.
    (e) Training, Technical Assistance, and Food Service Management 
Institute.--Section 21(e) of the National School Lunch Act (42 U.S.C. 
1769b-1(e)(2)) is amended--
            (1) in paragraph (1), by striking ``and 1994'' and 
        inserting ``1994, and 1995, and such sums as may be necessary 
        in each of the fiscal years 1996 through 1998''; and
            (2) in paragraph (2), by striking ``and 1994'' and 
        inserting ``1994, and 1995, and such sums as may be necessary 
        in each of the fiscal years 1996 through 1998''.
