     Mr. Neal of North Carolina submitted the following concurrent 
 resolution; which was referred jointly to the Committees on Education 
                      and Labor and the Judiciary

                         CONCURRENT RESOLUTION


 
  Declaring the sense of Congress regarding periods of silence in the 
                            public schools.

    Resolved by the House of Representatives (the Senate concurring), 
That it is the sense of Congress--
            (1) that the Constitution of the United States does not 
        preclude periods of stillness and silence in the public schools 
        to be used at the discretion of individual students for quiet 
        and private prayer, meditation, contemplation, or 
        introspection; and
            (2) that individual religious conscience should not be 
        violated or compromised in the establishment or operation of 
        such periods of stillness and silence.
