                         CONCURRENT RESOLUTION

   Expressing the sense of Congress that the laws that apply to the
private sector and the other branches of the Federal Government should
                           apply to Congress.

Whereas the declining credibility of Congress has affected the spirit of our
        Nation;
Whereas an increasing number of American people perceive Members of Congress as
        placing their interests before those of the Nation;
Whereas Congress has notably exempted itself from major laws governing the
        private sector and the other branches of the Federal Government; and
Whereas Congress might enact more workable laws if those laws also applied to
        Congress itself: Now, therefore, be it
    Resolved by the House of Representatives (the Senate concurring),
That it is the sense of Congress that Congress is not exempt from the
laws that it enacts and should govern itself according to the laws that
apply to the private sector and the other branches of the Federal
Government.
