                    IN THE HOUSE OF REPRESENTATIVES

                            January 21, 1993

   Mr. Goss submitted the following concurrent resolution; which was 
     referred jointly to the Committees on the Judiciary and House 
                             Administration

                         CONCURRENT RESOLUTION


 
  Expressing the sense of the Congress regarding terms of office for 
                        Members of the Congress.

    Resolved by the House of Representatives (the Senate concurring), 
That it is the sense of the Congress that--
            (1) the terms of office for Members of the House of 
        Representatives should be increased from 2 years to 4 years;
            (2) elections for Representatives should be held when the 
        election for the President is held;
            (3) Representatives should be limited to 3 consecutive 
        terms of office, but should be eligible for reelection after an 
        absence from the House of Representatives of at least 4 
        consecutive years; and
            (4) Senators should be limited to 2 consecutive terms of 
        office, but should be eligible for reelection after an absence 
        from the Senate of at least 4 consecutive years.
