  Mr. Lewis of Florida submitted the following concurrent resolution; 
         which was referred to the Committee on Ways and Means

                         CONCURRENT RESOLUTION


 
  Expressing the sense of Congress with respect to the United States 
             Customs Child Pornography and Protection Unit.

    Resolved by the House of Representatives (the Senate concurring), 
That it is the sense of Congress that--
            (1) the protection of our Nation's children from 
        exploitation must remain of the highest priority for the United 
        States Government;
            (2) as a result of the integration of the United States 
        Customs Child Pornography and Protection Unit into a larger 
        division in February, 1991, employee hours spent investigating 
        child pornography from 1990 to 1992 were cut to barely one 
        fourth of the previous level, and arrests on child pornography 
        charges by United States Customs have been nearly halved from 
        110 to 57 and convictions were reduced from 103 to 69;
            (3) the United States Customs Service should reestablish a 
        unit specifically tasked with enforcing laws prohibiting child 
        exploitation and pornography, and prosecuting violators of 
        those laws; and
            (4) the efforts of this reestablished unit, as measured by 
        employee hours, arrests, and convictions, should equal or 
        exceed those of the United States Customs Child Pornography and 
        Protection Unit in fiscal 1990.
