To extend the authorization of programs under the Higher Education Act 
                    of 1965, and for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Higher Education Amendments of 
1998''.

SEC. 2. EXTENSION OF PROGRAMS.

    (a) Extension of Programs.--The authorization of appropriations 
for, and the duration of, each program conducted under the Higher 
Education Act of 1965 (20 U.S.C. 1001 et seq.) shall be extended for 
each of the fiscal years ending before October 1, 2004.
    (b) Continuation of Authorization Amounts.--The amount authorized 
to be appropriated for a program for each fiscal year during the period 
of extension under subsection (a) shall be the amount authorized to be 
appropriated for such program for the terminal fiscal year of the 
program.
    (c) Performance of Required Functions.--If the Secretary of 
Education is required, in the terminal fiscal year of a program 
extended under subsection (a), to carry out certain acts or make 
certain determinations that are necessary for the continuation of such 
program, such acts or determinations shall be required to be carried 
out or made during the period of the extension under subsection (a).
    (d) Terminal Fiscal Year.--For purposes of this section, the term 
``terminal fiscal year'', when used with respect to a program conducted 
under the Higher Education Act of 1965, means the last fiscal year for 
which funds are authorized to be appropriated, or during which such 
program is authorized to be conducted, by such Act as in effect on 
January 1, 1997.
