    HIS REQUEST TO MAKE AVAILABLE EMERGENCY APPROPRIATIONS TOTALING 
$11,695,000 IN BUDGET AUTHORITY FOR THE DEPARTMENT OF THE INTERIOR AND 
THE FEDERAL EMERGENCY MANAGEMENT AGENCY [FEMA], AND TO DESIGNATE THESE 
 AMOUNTS AS EMERGENCY REQUIREMENTS PURSUANT TO SECTION 251(b)(2)(D)(i) 
 OF THE BALANCED BUDGET AND EMERGENCY DEFICIT CONTROL ACT OF 1985, AS 
                  AMENDED, PURSUANT TO 31 U.S.C. 1107

The Speaker of the House of Representatives.
    Sir: In accordance with provisions of P.L. 103-211, the 
Emergency Supplemental Appropriations Act of 1994, I am 
transmitting a request to make available appropriations 
totaling $11,695,000 in budget authority for the Department of 
the Interior and the Federal Emergency Management Agency 
(FEMA). As provided in P.L. 103-211, the funds will be 
available 15 days from the date of this transmittal.
    The funds to be made available will be transferred from the 
Unanticipated needs account within Funds Appropriated to the 
President to support emergency requirements arising from the 
consequences of the Northridge earthquake. Of the total amount 
to be made available, $5,000,000 will be provided to the 
National Park Service within the Department of the Interior, 
and $6,695,000 will be provided to FEMA.
    I designate the amounts made available as emergency 
requirements pursuant to section 251(b)(2)(D)(i) of the 
Balanced Budget and Emergency Deficit Control Act of 1985, as 
amended.
    The details of this action are set forth in the enclosed 
letter from the Director of the Office of Management and 
Budget. I concur with her comments and observations.
