    Dear Mr. Speaker: In accordance with Executive Order 11845, 
I am transmitting the cumulative report on rescissions and 
deferrals. This report is required by Section 1014(e) of the 
Congressional Budget and Impoundment Control Act of 1974. In 
accordance with the Act, the report is being transmitted 
concurrently to the Senate and will be published in the Federal 
Register.

 Office of Management and Budget, Cumulative Report on Rescissions and 
                      Deferrals, February 1, 1995

    This report is submitted in fulfillment of the requirement 
of Section 1014(e) of the Congressional Budget and Impoundment 
Control Act of 1974 (Public Law 93-344). Section 1014(e) 
requires a monthly report listing all budget authority for the 
current fiscal year for which, as of the first day of the 
month, a special message had been transmitted to Congress.
    This report gives the status, as of February 1, 1995, of 
seven deferrals contained in two special messages for FY 1995. 
These messages were transmitted to Congress on October 18, and 
December 13, 1994.

                              rescissions

    As of February 1, 1995, no rescission proposals were 
pending before the Congress.

                  deferrals (table a and attachment a)

    As of February 1, 1995, $2,707.0 million in budget 
authority was being deferred from obligation. Attachment A 
shows the status of each deferral reported during FY 1995.
