HIS REQUEST TO MAKE AVAILABLE APPROPRIATIONS TOTALING $39.2 MILLION IN 
BUDGET AUTHORITY FOR THE DEPARTMENT OF THE INTERIOR, AND DESIGNATE THE 
 AMOUNT MADE AVAILABLE AS AN EMERGENCY REQUIREMENT PURSUANT TO SECTION 
 251(b)(2)(D)(i) OF THE BALANCED BUDGET AND EMERGENCY DEFICIT CONTROL 
   ACT OF 1985, AS AMENDED-- RECEIVED IN THE UNITED STATES HOUSE OF 
      REPRESENTATIVES JANUARY 30, 1997, PURSUANT TO 31 U.S.C. 1107

The Speaker of the House of Representatives.
    Sir: In accordance with provisions of the Department of the 
Interior and Related Agencies Appropriations Act, FY 1997, I 
hereby make available appropriations totaling $39.2 million in 
budget authority to the Department of the Interior. These funds 
will be used to address urgent needs arising from damage caused 
by natural disasters during the past year. These disasters 
include floods in the Northwest, wildfires in the West and 
Rocky Mountain States, and hurricanes on the East Coast.
    I designate the following amounts made available to the 
Department of the Interior as emergency requirements pursuant 
to section 251(b)(2)(D)(i) of the Balanced Budget and Emergency 
Deficit Control Act of 1985, as amended:
          Bureau of Land Management, Management of Lands and 
        Resources: $3,500,000; Oregon and California Grant 
        Lands: $2,500,000;
          U.S. Fish and Wildlife Service, Construction: 
        $15,891,000; Resource Management: $600,000;
          U.S. Geological Survey, Surveys, Investigations and 
        Research: $1,138,000;
          National Park Service, Construction: $3,000,000;
          Bureau of Indian Affairs, Operation of Indian 
        Programs: $6,600,000; Construction: $6,000,000.
    The details of this action are set forth in the enclosed 
letter from the Director of the Office of Management and 
Budget. I concur with his comments and observations.
