PROVIDING FOR CONSIDERATION OF THE CONCURRENT RESOLUTION (H. CON. RES. 
63) DISAPPROVING OF THE DECISION OF THE PRESIDENT ANNOUNCED ON JANUARY 
 10, 2007, TO DEPLOY MORE THAN 20,000 ADDITIONAL UNITED STATES COMBAT 
                             TROOPS TO IRAQ

  Ms. Slaughter, from the Committee on Rules, submitted the following

                              R E P O R T

                       [To accompany H. Res. 157]

    The Committee on Rules, having had under consideration 
House Resolution 157, by a record vote of 9 to 4, report the 
same to the House with the recommendation that the resolution 
be adopted.

                SUMMARY OF PROVISIONS OF THE RESOLUTION

    The resolution provides for consideration of H. Con. Res. 
63, disapproving of the decision of the President announced on 
January 10, 2007, to deploy more than 20,000 additional United 
States combat troops to Iraq, in the House under a closed rule. 
The concurrent resolution shall be considered as read. The 
resolution provides for general debate on the concurrent 
resolution not beyond midnight on Tuesday, February 13, 2007, 
not beyond midnight on Wednesday, February 14, 2007, and 12 
hours of debate beginning on Thursday, February 15, 2007. The 
debate is equally divided and controlled by the Majority Leader 
and the Minority Leader or their designees. The resolution 
provides that the Majority Leader at any time, after 
consultation with the Minority Leader, may extend the debate 
for an additional hour to be equally divided and controlled by 
the Majority Leader and Minority Leader or their designees.
    The rule waives all points of order against consideration 
of the concurrent resolution and provides that the concurrent 
resolution shall be considered as read. The rule provides one 
motion to recommit which may not contain instructions. Finally, 
it provides that the Chair may postpone further consideration 
of the concurrent resolution to a time designated by the 
Speaker.

                         EXPLANATION OF WAIVERS

    The Committee is not aware of any points of order against 
consideration of the concurrent resolution. The waiver of all 
points of order against consideration of the concurrent 
resolution is prophylactic in nature.
